Franks joins a growing list of bi-partisan SEA co-sponsors including Rep. Marsha Blackburn (R-TN), Rep. Jim Gerlach (R-PA), Rep. Hakeem Jeffries (D-NY) and Rep. Judy Chu (D-CA). Rep.
